Austroads has updated the guide to reduce costs for transport agencies
Austroads has updated Parts 2 and 3 of the Guide to Project Delivery to improve efficiencies and reduce costs for transport agencies in the project delivery stage.
Having been informed by the feedback from practitioners and the review of international, national and local infrastructure projects, the updates enhance guidance on project planning, providing most current industry best practice and techniques.
Austroads says the guides had to be updated to align with progressing project delivery practices and concepts.
“The focus of this project was on assessing common challenges and reviewing new and emerging methodologies and how they can be applied to improve quality outputs and value for money for project delivery,” Austroads’ transport infrastructure program manager Ross Guppy says.
The revised Part 2 covers planning and controlling projects, providing high-level guidance on risk, procurement strategy, change control, performance monitoring, community engagement, tendering and contract award, while allowing for the preferred practice of jurisdictions.
Part 2 outlines the principles and advantages of modern methodologies, such as lean construction, digital engineering incorporating building information modelling and new engineering contract.
“These methodologies can be beneficial at the planning, design and procurement stages to reduce costs, shorten construction times, increase productivity and manage projects efficiently and effectively,” Guppy says.

Other updates include adding a program manager role to the role clarity section and modifying the governance section to expand on the personnel that should be informed during times of project delays or risks.
Two chapters on tendering and contract award were also moved into Part 2 from Part 3 of the Guide to Project Delivery.
Slight changes were made in Part 3 relating to contract management and terminology.
