NTC seeks feedback on PBS scheme

Transport body wants to find new ways to improve the system

 

The National Transport Commission (NTC) is currently assessing the effectiveness of the Performance Based Standards (PBS) scheme and the impact of government intervention and blueprinting of PBS designs.

The two-year project aims to determine “worthwhile improvements” to the scheme.

As an initial step, the transport body is inviting feedback from the industry on the effectiveness and operating marketplace of the Performance Based Standards (PBS) scheme.

The purpose of the research is to investigate:

  • whether the PBS scheme is meeting its original policy intent
  • whether the scheme itself contains barriers to operating as an effective marketplace for the development, sale and commercialisation of innovative vehicles
  • the productivity, safety and environmental impacts of the scheme
  • whether there are any worthwhile improvements to the system (including the potential removal of any unnecessary market barriers or administrative costs).

NTC survey is open to PBS and non-PBS heavy vehicle industry groups including PBS assessors and certifiers, vehicle manufacturers and freight operators.

The data collected will form a part of NTC’s industry consultation paper.

The final recommendations will be presented to the Transport and Infrastructure Senior Officials’ Committee (TISOC) for approval in August 2018.
