New guidelines to limit DP World delays

DP World has announced it will trial new stack run guidelines after extensive delays and congestion at its Melbourne West Swanson Terminal

DP World has met with Container Transport Alliance Australia (CTAA) companies and amended its stack run guidelines in an attempt to ease rising congestion and turnaround time pressures at its West Swanson Terminal (WST).

The meeting, which was held on Thursday, October 10th, came after an earlier announcement by DP World that it had waived truck ‘no show’ and ‘wrong zone’ fees incurred by carriers between 6am on Monday, October 7th and 10pm on Thursday, October 10th in light of increased turnaround times.

According to Container Transport Alliance Australia, DP World said vessel bunching and schedule volatility have been crucial factors in the increase in turnaround times, with labour and machine allocation struggling to cope with potential dramatic forecast demand.

The amended stack run guidelines have been implemented on a one-month trial basis, with the new measures now taking place effective immediately.

“(As) we are approaching the peak period, we hope this update will help carriers during this time,” A DP World statement says.

“(We) hope this action reassures and confirms to the industry DP World is listening and committed to making the landside operations more productive and efficient for the entire industry.

“Whilst we cannot guarantee issues will not arise again, we hope this action along with significant investment of capital into drive-on grids and technology is proof of DP World’s commitment to efficient and productive landside operation going forward.”

CTAA says the new measures and waived fees are welcomed by wharf carriers, it doesn’t account for the penalty fees incurred at other container terminals in Melbourne as a result of delays at WST, or the additional cost of labour, overtime and added administration incurred by transport operators as a result of the delays.
