Austroads is encouraging all road managers, road asset decision makers and the heavy vehicle industry to participate in feedback on the NAFHV.
The Australian and New Zealand Transport Agencies (Austroads) says it is now seeking views on the proposed National Access Framework for Heavy Vehicles (NAFHV).
Austroads says the NAFHV is intended to help road managers optimise access for higher productivity vehicles and improve road safety while also reducing emissions and infrastructure wear.
A national approach is designed to help road managers work together to deliver productivity, safety, environmental and community amenity benefits. The NAFHV also aims to help road managers understand impacts on the road network and plan to address infrastructure constraints.
The NAFHV proposes six shared principles which would be adopted by road managers across Australia. A national Access Working Group will support the implementation of the NAFHV and the delivery of a targeted national Access Work Program based on those shared principles.
Right now, Austroads says it is seeking feedback on the principles, the Access Working Group, and the access priorities in the Access Work Program – which should all be complimentary to any reforms to the Heavy Vehicle National Law.
A survey is available to provide feedback on the Framework. Austroads is encouraging all road managers, road asset decision makers and the heavy vehicle industry to participate.

Proposed shared principles to enhance road manager functions:
- Enable access unless by exception
- Foster collaboration and coordination between state and local road managers, third parties and industry
- Harmonise access decision-making practices while encouraging innovation
- Encourage the use of safe, productive and sustainable vehicles
- Automate access decision-making; and
- Facilitate the exchange of open data.
Austroads is also running a public webinar on Wednesday 19 October 2022 to hear about the elements of the framework and how they will potentially benefit state and local road managers and industry.
