NTC releases first HVNL reform issues paper

Views sought on risk-based regulation to kick off consultation

 

The National Transport Commission (NTC) has released the first of eight issues papers in a rolling consultation to mid-year supporting Heavy Vehicle National Law (HVNL) reform.

The issues paper seeks views on ways to make the law outcome-focused and less-prescriptive while ensuring safety and promoting productivity.

The reform has broad industry support at all levels.

“We are taking a first-principles approach to this review. Rather than looking at the current law as a starting point, we want to identify and test existing assumptions to develop the best options,” NTC acting CEO Dr Geoff Allan says.

“The aim is to deliver an entirely new law and we want to give everyone affected by the HVNL an opportunity to have a say in shaping these reforms.”

The next two papers due for release in late April explore safer vehicles and effective fatigue management.
