The HVIA says the NHVR has proposed a series of significant reforms in its long-awaited discussion paper on PBS 2.0.
The Heavy Vehicle Industry Australia (HVIA) has responded to the National Heavy Vehicle Regulator’s (NHVR) PBS discussion paper 2.0 and discussed what it means for operators.
The HVIA says the discussion paper outlines the history and the principles underpinning of the Performance Based Standards (PBS) scheme PBS system to date, before outlining the NHVR’s proposed approach to reforming three key areas of the scheme:
- Accelerating the process for reviewing PBS standards to foster innovation
- Providing greater certainty around access and streamlining the process for transitioning successful PBS designs out of the PBS scheme
- Revising the assurance framework to ensure the integrity of the scheme while reducing the regulatory burden.
HVIA policy and government relations manager Greg Forbes says the issues tabled provide a great opportunity for HVIA members to influence the future direction of PBS.

“HVIA and its members have been great supporters of the PBS scheme due to the productivity and safety benefits it provides but the scheme is well and truly overdue for some reforms,” Forbes says.
“We are committed to working with the NHVR towards improving the scheme, to lower costs to industry, while maintaining the pace of technological innovation that the PBS scheme has fostered.
“PBS 2.0 is a key item on the agenda for our next round of State Committee Meetings, commencing soon. I encourage members to come along so we can ensure your views inform our submission.”
