Cumberland traffic study targets M4 congestion

A new Cumberland traffic study has identified priority upgrades around the M4 and Parramatta Road to ease congestion, improve safety and strengthen freight and commuter reliability in Western Sydney.

The Minns Government has completed its Cumberland traffic study, identifying congestion hotspots and safety concerns linked to changes in traffic patterns following the M4 Widening Project.

The study, a 2023 election commitment, analysed how WestConnex Stage 1A altered travel behaviour, intersection performance and crash trends across surrounding local roads in the Cumberland Local Government Area.

For freight operators and commuters navigating Western Sydney, the findings point to targeted upgrades designed to reduce bottlenecks, improve safety and shift traffic back onto the arterial network.

Which intersections are under review?

The Cumberland traffic study recommends deeper investigation and design work at several key locations, including:

  • M4 entrance / Parramatta Road / Church Street / Woodville Road
  • Parramatta Road / James Ruse Drive / Berry Street
  • Parramatta Road / Silverwater Road / St Hilliers Road

The Church Street off-ramp, the final exit before eastbound tolling, has recorded increased traffic volumes and crash incidents since the M4 widening opened. A contract has already been awarded for early design work to address issues at this site.

The broader Road Network Performance Review Plans also examine the 2.5-kilometre eastbound stretch between Coleman Street and Church Street, responding to safety concerns and traffic build-up approaching the toll-free Parramatta Road option.

Why this matters for freight and local roads

Congestion on Parramatta Road and surrounding intersections can divert heavy vehicles and commuter traffic into local streets, increasing safety risks and travel time variability.

The study highlights opportunities to enhance capacity at major intersections such as James Ruse Drive and Silverwater Road, improve connectivity to the M4 Motorway and reduce unnecessary through-trips within the Cumberland LGA.

Minister for Roads Jenny Aitchison said the study provides a clear direction.

“Improving safety and easing congestion across the Cumberland area is a priority for our Government and this study gives us a strong direction for the next steps,” she said.

“We have listened to local communities, and we now have a path forward that supports safer travel, better connections and more reliable journeys for everyone who depends on these roads.”

Member for Auburn Lynda Voltz said the changes in traffic patterns had been felt locally.

“I am pleased this traffic study, promised by the Minns Government, has been completed and will be addressing the major pinch points on Parramatta Road, particularly at Silverwater Road, and deliver real relief for our local roads,” she said.
